For you who do not have time to read the whole story and its chronological analysis, here i outline the main basic points why i conclude that International Progressive Finance as runned by Mr Andre Currie at quickenloansexpert@yahoo.com is a complete 100% scam funding.

The points are as following:

1. Fake Bank Statement as Proof of Fund

International Progressive Finance Inc does not have financial capability at all to fund large projects. This is proven by the bank statement document issued by Danske Bank that International Proggressive Finance, Andre Currie sent to me. After checking with Danske Bank officers with the contacts as in their official website, it turned out that the officers confirmed that the bank statement is false, not genuine. See the responses from the bank officers as below:

The bank statement that i receive from International Progressive Finance is as below:


You may double recheck on your own again to Danske Bank to see if the bank statement is truly falsified or not.

2. Company Registration Number Does Not Exist

The Company registration certificate that Mr Andre Currie from International Progressive Finance sent to me after checking also turns out to be falsified, the document is as below.


As the company is registered in UK, you can check via Companies House or similar UK websites for information on the company based on their company registration number. 
The checking result turned out that the company number 8080618 as in the document above does not belong to International Progressive Finance Inc, but belongs to Equitable Resources Ltd.

Secondly, if you do search for companies with the name of International Progressive Finance Inc, it won't turn out on the Companies House website. The closest there is to International Progressive Finance is International Project Ltd, but none with the name of International Progressive Finance. Therefore you can say that the company International Progressive Finance Inc is never existent and is never registered legally in UK, most likely it was just 100% fictional


3. Fake Insurance Tax Law documents

In my case, Andre Currie from International Progressive Finance ask me to pay out the insurance tax fee as stipulated in the tax laws. He claimed that the tax law regulates that every borrower is mandatorily required to pay government tax computed based on the loan amount. So i requested him to send to me the copy of such insurance tax law to me.

So I got the tax laws copy afterall, even though in the process he claimed that to avoid heavy tax, they would be using the insurance tax laws from Cayman Islands instead of insurance tax laws from UK, as they claim that International Progressive Finance Inc is registered on Cayman Islands (that totally contradict the company registration certificate document that they send to me above)

Anyway the Cayman Islands insurance tax laws copy that i receive from Andre Currie of International Progressive Finance is as follows:













So with this document in hand, i went to check the authenticity of the documents again to the authorities. I went to Tax Information Authorities of Cayman Islands, and they gave me the following result:

Just to be double sure, another officer from Cayman Islands Monetary Authority, Legal Department also answers out in the same way, this time even in more clearer answer as follows:

Thank you for providing the documents.
I have reviewed same and had our paralegal research the existence of the laws specified as 1. The Insurance Tax Authority Law &/or 2. The Insurance Underwriting Law. To date we cannot confirm the existence of these pieces of legislation.
Additionally, we note our reference to the Consolidated Index of Laws & Subsidiary Legislation as at July 31st 2012 as compiled by the Law Revision Commissioner for the Cayman Islands Government as well as the existing List of Gazettes & Orders existing in the Cayman Islands. The result is that there is no reference to either of these two (2) pieces of legislation specified above.

A comparative check of the provisions as provided by you and existing laws was also done and the results suggests that:
1.       The document which references “Insurance Tax Information Law” is the same as the “Tax Authority Law” with the word “Insurance” inserted. However, again it is reiterated that upon checking the Index of Laws and the Tax Information website, there is no reference to a separate Insurance Tax Authority Law (TIA).
For ease of reference, please note this shortcut to the TIA link:  http://tia.gov.ky/pdf/Tax_Information_Authority_Law_(2009_Revision).pdf(See the cover page in particular which refers to the same Supplement No. & gazette reference). For your information - normally, every supplement bears its own No. and would not have the same number (even if revised). Thus, the correct document (as published) appears to be the Tax Information Law (without “Insurance” inserted).

2.       The Instrument No for the Insurance Underwriting Statutory Instrument is exactly the same as the Constitution Order.  See shortcut to link :http://gazettes.gov.ky/sites/default/files/gazette-supplements/Gs292009_web.pdfAgain, to our knowledge, the Instrument Numbers should be different.  Again, relying upon the Consolidated Index reference the Instrument No is relevant to the Constitution and there is no Insurance Underwriting Constitution Order bearing the same reference.

Therefore i can say, in my case that International Progressive Finance tried to rip me off my saying that there is insurance tax fee to be paid, the documents that underlie that are all false.

4. Fake Company Address

The address of International Progressive Finance Inc that is shown on the approval letter that they send to me early in the introduction as below, which is 2A Parry Place London is ominous. You can check on the site and you will find out that the location 2A Parry Place London is just a small two storey building with brown reddish bricks located on a small street. The building looks more like warehouse than office. It is absurd to think that a company that has hundred million dollars resides in two storey old building which does not look like corporate office at all, but looks more like a garage/warehouse. 


You can verify this location via Street View on Google Maps. I have not go directly knocking on the doors on by one asking if International Progressive Finance is there or not, but such exterior looks on the building is suffice to make conclusion. If however you manage to check door by door for IPF, please let me know the result.

5. Many Disparities and Contradicting Actions/Words

A. Mismatching Place of Registration of IPF 

As i mentioned before, when i ask for the insurance tax laws from Mr Andre Currie, the next day he called me and said that it would be better off for everybody to use Cayman Island tax laws instead because the pay if on UK would be much heavier, and it is possible since International Progressive Finance is registered on Cayman Islands. Well, this really contradicts the company registration document that they had sent to me earlier, where as you can see, through the document, they claim that International Progressive Finance is registered in UK. You can see that the lion emblem on the top of the document belongs to UK, not to Cayman Islands.


B. It Should Be Global Insurers Underwriter Ltd that is Registered on Cayman Islands

Secondly, when making this lie, Mr Andre Currie forgot that in the early introduction, he had told me that it was Global Insurers Underwriter Ltd, the appointed insurance company by IPF that request the insurance tax laws to be paid first in order to proceed with the funding. Therefore that makes it strange that Mr Andre Currie told me that since IPF is registered in Cayman Islands, so we should follow the tax laws of Cayman Islands, especially since the tax is not that high as in UK. It should be Global Insurers Underwriter Ltd that should be said to me that it is registered in Cayman Islands so we should follow cayman islands tax laws (however this is not possible because as in the document below, Global Insurers Underwriter has address in UK, not in Cayman Islands). This is the supposed logic, because it is the Global Insurers Underwriter Ltd that requires me to pay for the insurance tax fee in order for Global Insurers Underwriter to be willing to cover up my project in project insurance scheme as collateral to the funding that International Progressive Finance was supposed to disburse to me.


Regarding Global Insurers Underwriters, i suspect that they may also be accomplice from International Progressive Finance. I had not done thorough check on Global Insurers Underwriter so i cannot 100% conclude that it is so or not. However, i have 80% suspicion that it is. This is indicated by the email below showing that the tax insurance law was supposed to be paid to the Global Insurance Underwriters. Therefore, if International Progressive Finance is fake, then the only way they can earn money from me is by taking the money from Global Insurers Underwriters, and that would be possible if the two are affiliated or actually belongs to the same person.

If you would like, you can do me the favor of checking the information above to Lloyds TSB Bank Plc if the account number 26166868 does really belong to Global Insurance Underwriters. There may be possibility that the account number 26168868 does not actually points to Global Insurance Underwriters but actually points to International Progressive Finance Inc. If so, then probably Global Insurance Underwriters is not accomplice of International Progressive Finance Inc.

C. Why Send Me UK Tax Law in The First Place?

Another discrepancy was that when i first asked for Insurance tax laws, originally Andre Currie sent me the UK insurance tax law. But after receiving that document (see below), i inquired by email to Mr Andre Currie some scrutiny questions like what is the title of the law, year of publish, chapter and paragraph. It seems that he feared if it was UK law, i could easily check online and found out the document was false, that's why he suddenly shifted to Cayman Islands law with some 'imaginary' benefits for me for doing so. The big question was, if he had been aware all this time of this added benefit of smaller tax fee of Cayman Islands compared to UK, then why in the first place he sent me the copy of page from UK tax laws instead? Why didn't sent me Cayman Islands tax law from the first when i asked for it?


6. Mr Andre Currie Has African Accent

I mentioned that when i asked in scrutiny about the insurance tax laws, the next day he called me by phone. From his accent and way of speaking, although it seems he tried to hide it, i could tell that this guy Andre Currie has African accent (his African accent was not very thick, looks like he might lives/resides in UK but is an African race, that might explain why).

Well you know right? Majority of scammers in this earth are Africans decendants. Example is Nigeria, the motherland of scammers). So whenever you are dealing with a stranger money-promiser you know from internet and the person is an African descendant, beware, it is already a red sign. Meaning by that alone, factoring out other aspects and factors, it is 70% chance that you are dealing with a scammer, and you have to be lucky enough as a person to strike the 30% of the African descendants who are not. Nevertheless, be wary and careful with that ominous sign, especially if the person brings/introduces another person who is black again.

I am guessing as well if you try calling the previous project owners that Mr Andre Currie claimed had successfully dealt with IPF, i think most of the people there would be black or have African accents. Try and let me know. The references that Mr Andre Currie provided for me was as following:

7. Too Good To Be True, Sometimes May be True, But Needs Proper Investigations

Well, just think of it when a deal is too good to be true and the person you are dealing with is black? You have to be very very extra careful.

It is good to think positively on issues and overlook some minor mistakes, but sometimes that attitude of forcing yourself seeing the way you want it to be can bring your own downfall. So be realistic, be neutral, be objective, search out more truths to it

However on the other hand, just assuming all 'too good to be true' opportunities as a trap or being too skeptical is not the correct attitude as well. For if we keep holding to such attitude, we would never be able to receive any gifts from the universe as our hands are not open to receive. Be open minded and be open to possibilities, be it bad possibilities or good opportunities. I am adopting this attitude so that is why i decided to investigate till the end before putting down this 100% scammer verdict on Mr Andre Currie from International Progressive Finance.

For whatever opportunities that is there to come, we should too.
